Mr. Elliot H Schlanger has twenty-nine years experience in the information technology field with demonstrated ability to formulate and execute enterprise-wide technology strategies, business process engineering, and large-scale, complex projects. On November 30th, 2007, Maryland Governor Martin O’Malley announced Schlanger’s appointment as Maryland State Chief of Information Technology.
Mr. Schlanger is the founding principal and chief technology engineer for Metrix Technology Engineering, LLC, a management and technology consulting company that specializes in 3-1-1 “one call to city hall” contact centers, customer relationship management technology, CitiStat performance management technique, municipal business process engineering, public CCTV surveillance, and general program/project management services. Metrix currently executes projects in both U.S. and international municipalities and agencies.
Previously, Mr. Schlanger served as Chief Information Officer for the City of Baltimore, where he was responsible for the development and implementation of city-wide information systems and policies, as well as the overall technological direction of the City. During Mr. Schlanger’s tenure as Baltimore City’s CIO, he developed the technology behind then-Mayor Martin O’Malley’s nationally-acclaimed CitiStat program, and implemented the 3-1-1 One Call Center/CitiTrack Customer Relationship Management application for citizen call intake and citywide work order management. During a five-year period, the 3-1-1 CRM service delivery transformation and the CitiStat real-time performance measurement and management accountability tool combined to produce a $300M+ cost benefit to the local government and its constituents. Also, Mr. Schlanger managed the installation of 1,000+ centrally monitored, CCTV (closed circuit TV) cameras distributed throughout the City for the purpose of enhancing homeland security and public safety. On behalf of the City of Baltimore, Mr. Schlanger received numerous awards, including the coveted Gartner CRM Excellence Award and a CIO 100 Award from CIO Magazine.
Prior to joining the City of Baltimore, Mr. Schlanger served as the Divisional Chief Information Officer for the $3 billion, 15,000 employee, world-class engineering & construction unit of the Raytheon Company.
Elliot holds an undergraduate chemical engineering degree from the University of Delaware and a Master of Business Administration degree from the University of Miami.
