Radio Communications 2018 Master Contract - Functional Areas

​All tower facility maintenance, repair and support services are excuded from this master contract. Further, security cameras, desktop computers, and non-ruggedized laptops are excluded.

 

Functional Area 1 - Two-Way Radio Equipment

  • Portable radios and accessories
  • Mobile radios and accessories
  • Base stations and accessories
  • Ancillary radio equipment including, but not limited to radio over IP (ROIP), interconnection, mobile data products, system, test, network management, associated equipment and GPS systems
  • Aircraft radios
  • Associated equipment
  • Vehicle emergency signaling equipment, including but not limited to, sirens, light bars, rotating beacons, strobe lights, arrow sticks, flashing emergency lights, mobile public safety systems, speed enforcement systems such as radar-vascar, automatic vehicle location/monitoring devices and GPS equipment.
  

Functional Area II - Communications Consoles and Associated Equipment

The acquisition of brand or generic name equipment to include but not limited to:

  • Desktop and computer aided dispatch radio communications consoles and accessories,
  • Telephone instant playback recorders and accessories,
  • Audio monitor panels,
  • Associated equipment (including test equipment)
 

Functional Area III - Microwave Radio Equipment, Ancillary and Test Equipment and Installation Supplies

The acquisition of brand or generic name equipment to include but not limited to:
  • FCC approved microwave radio equipment to include, but not limited to:  900 Mhz, 2.4, 4.9, 5.8, 6, 11, 18, 23, 60 or 80 GHz.
  • Equipment in non-protected/protected and all indoor/split mount configurations.
  • Interfaces to include, but not be limited to: 1-32 T1, DS3, Gigabit Ethernet, Fast Ethernet, and SONET.
  • Time Division Multiplexing (TDM) or pure Ethernet technologies with capacities of one (1) T1 through Gigabit Ethernet.
  • Access to the Manufacturer’s full product line and access to the Manufacturer’s current firmware updates, patches, fixes and software upgrades.
  • Standard two year warranty on licensed microwave radio parts.
  • Antennas, RF line/connectors, dehydrators, direct current power supplies, Uninterruptible Power Supplies (UPS), equipment racks, battery back- up systems, multiplexers (optical and copper), patch panels/cross connect panels, fuse panels, Channel Banks, digital cross connect shelves, environmental monitoring systems, equipment monitoring systems, RF line test equipment, frequency counters, digital or analog voltmeters, power Meters, hand tools, specialty telecommunications tools, telecommunication installation supplies (copper wire, Equipment, fuses, copper lugs).
 

Functional Area IV - Installation, Repair and Preventative Maintenance Services

In Installation, repair and preventative maintenance services will be defined at the PORFP level.  Services under Functional Area IV may include, but are not limited to:
  • Mobile, fixed and microwave communications equipment installation
  • Preventative, routine and emergency repair and maintenance of fixed, mobile and microwave communications equipment 
  • Design, integration, training and optimization services 
 
Master Contractors shall perform the installation and removal of, including but not limited to, the equipment listed in RFP Sections 2.4 (FAI), 2.5 (FAII) and 2.6 (FAIII) in accordance with the PORFP.
 

Preventative Maintenance 

  • Preventative maintenance shall be performed by the Master Contractor in accordance with Manufacturer’s specifications. 
  • The minimum preventative maintenance routine will include assurance that equipment is maintained within the limits of the Manufacturer’s specifications, and that “wear” items have been properly serviced, as required by technical practices and the Manufacturer’s recommendations.
  • Master Contractors shall perform the preventative maintenance of, including but not limited to, the equipment listed in RFP Sections 2.4 (FAI), 2.5 (FAII) and 2.6 (FAIII) in accordance with the PORFP.
 
Examples of repair and preventative maintenance services include, but are not limited to:
  • Preventative, routine and emergency repairs of all equipment, including the interfaces between equipment.
  • Determining the source of faults within an affected system which are attributable to other systems, and initiating a response to such problems through notification of the using agency.
  • Maintenance of the equipment in the condition existing, as of the date of the NTP for any awarded PORFP.
