Capital Budget Information System (CBIS)

​​CBIS allows agencies to electronically submit capital budget requests from their desktops, through a web interface to a central database. OCB budget analysts review the requests and update CBIS with the Governor’s recommendations to the General Assembly. Following the legislative review, OCB staff enters the Governor’s and legislature’s decisions. All Capital Budget reports are also generated and printed from CBIS.​

​1 ​Low ​30 days or less ​As Agreed by Project Manager ​5 days/week, Mon-Fri, 7:30 a.m. - 5:00 p.m. ​The issue is typically a request for service with ample lead time. This may also include questions and requests for information.
 

Features and Benefits:

CBIS enables applicants for capital funding from State Agencies and non-State organizations, to submit most of the required forms and attachments through the Internet. This web-based process increases efficiency and reduces errors caused by data entry, ensuring maximum time is available to review capital budget requests.

  • Create new budget requests for projects and programs.
  • Delete existing budget requests for projects and programs.
  • Enter and update all required information for a budget request.
  • Attach pertinent electronic documentation
  • Submit budget request information to an agency manager for further review (in some agencies).
  • Submit the final budget requests electronically to OCB for review.

Eligible: All State Agencies and non-State organizations

Availability (Uptime): 24 hours / 365 days

Standard Support Hours: 7am – 9pm Monday- Friday

Exceptions:The Service Desk is not available during State Holidays or Service Reduction Days

Response (to incident) Time: Based on priority, see SLA

Resolution (of incident) Time: Based on priority, see SLA

Maintenance Windows: Maintenance of 30 minutes or more shall be scheduled after 9 p.m. EST. and as scheduled and announced through the Service Desk

Security – Password via the application

Business Critical Service: Yes; Recovery Time – 4 hours
