The Department of General Services, Office of State Procurement (DGS-OSP) has established this Statewide Contract to procure cable and wiring Materials and Services Outside Plant for the State of Maryland. This contract supports the entire State infrastructure for information technology and is critical to the support of the State missions and objectives in providing services to its citizens.
The cabling systems are required to support Voice, Data, network, and other applications outside State-owned and leased facilities/properties. This document describes the Cabling System requirements for outside plants. These requirements encompass all materials, design, engineering, installation, supervision, and training services for a Cabling System outside Plant. This Statewide Multiple Contracts are awarded on a regional basis through a Work Order (WO) process. The regions are:

The installation, relocation, and maintenance of outside plant fiber optic and communications cables Statewide includes but not limited to the construction of new fiber paths between buildings, in the State Right of Way, and connecting to existing State fiber resources. Includes three Categories (preventative maintenance, emergency response services, and construction). See additional details under the Categories Section.
- Category I – Preventative Maintenance - preventive maintenance of existing fiber paths, cable locating services, fiber marker replacement, and manhole maintenance services. (See RFP for details)
- Category II – Emergency Response - Complete Emergency Response services to ensure that outside plant fiber paths and communications cables are restored to service in a timely manner in the event of natural disaster, construction accident, or other service interruption. (See RFP for details)
- Category III Installation and Relocation Services - Construction of new fiber pathways and relocate existing fiber optic cable paths while providing project management, scheduling, oversight, labor, materials, and installation documentation. (See RFP for details)
