Join our Master Contract Pool

Vendors interested in becoming a Master Contractor under the CATS+ should refer to the instructions below.  Vendors under the CATS+ contract have the ability to compete for awards at the secondary level of competition.​​​

1. Download the relevant solicitation package

 

Download the latest version of the below DoIT Master Contract solicitations:


The solicitation package provides guidance to vendors on the respective master contract pool as well as the process and requirements to join the pool. By responding to the solicitation, an offeror may be awarded a master contract. Please read the entire solicitation package and all attachments prior to preparing your response.​

2. Prepare your proposal

 

Generate a proposal in response to the solicitation. Ensure you provide all the information and documents required for submission.

3. Submit your proposal

 

Submit your proposal with all attachments to DGS.catsplus@maryland.gov​​. Your proposal will be assigned to a member of our team.​


4. DoIT will review your proposal

 
Once the proposal is received the Office of State Procurement (OSP)​ will review and evaluate the proposal. If the proposals is determined to be reasonable susceptible for award OSP will proceed with the process to award the contract. The process includes approval by the Maryland Board of Public Works.​

5. Maintain your master contract

 

​​Please keep your master contract up to date and seek modifications appropriately. If you have any questions, please seek clarification by submitting your inquiry to DGS.catsplus@maryland.gov​.

Add New Functional Areas

Current Master Contact Vendors interested in adding new Functional Areas to an existing CATS+ contract should refer to the instructions below.  ​

1. Download the relevant solicitation package

 

​Download the latest version of the below Master Contract Functional Area expansion:

The solicitation package provides guidance to existing Master Contractors who want to add functional area(s) to their current CATS+ Master Contract. Labor rate pricing can not be revised or adjusted. Please read the entire solicitation package and all attachments prior to preparing your response.


2. Prepare your proposal

 

Generate a proposal in response to the solicitation. Ensure you provide all the information and documents required for submission.
