Cable and Wiring Outside Plant Service Categories

Category I – Preventative Maintenance: Includes preventive maintenance of existing fiber paths, cable locating services, fiber marker replacement, and manhole maintenance services. (See RFP for details)

Services under Category I may include, but are not limited to:
Maintenance

  • ​Maintenance shall be performed by the Statewide Contractor in accordance with manufacturer's specifications.
  • The minimum preventive maintenance routine will include assurance that equipment is within the limits of the manufacturer’s specifications, and that “wear” items have been properly serviced, tightened, lubricated, etc., as required by good technical practices and the manufacturer’s recommendations.

Examples of services include, but are not limited to:

  • Preventive, and routine repairs of all equipment, including the interfaces between equipment.
  • Provide utility locating services for State owned or utilized fiber optic cable, electrical cable, and copper cables.
  • Repair and/or replace manholes in the right of way.
  • Determining the source of faults within an affected system, which are attributable to other systems, and initiating a response to such problems through notification of the using agency.
  • Maintenance of the equipment in the condition existing, as of the date of the NTP for any awarded Work Order.​​​

​Testing, documentation, training and repair

  • Routine testing of fiber optic or copper telecommunications cables
  • Routine repair of fiber optic or copper telecommunications cables
  • Documentation of fiber optic or copper telecommunications cables

Category II – Emergency Response: Complete Emergency Response services to ensure that outside plant fiber paths and communications cables are restored to service in a timely manner in the event of natural disaster, construction accident, or other service interruption. (See RFP for details)

Services under Category II may include, but are not limited to:

  • Responding to requests for emergency restoration of damaged cabling Statewide in specific regions.
  • The replacement of aerial fiber cable, temporary relocation of underground conduit and fiber cable and the installation of fiber splice cases for fiber counts of 12, 24, 48, 96, 144, and higher.
  • Performance of restoration services including reinstallation and/or replacement of necessary fiber cables and repair or replacement of splice cases.

Testing, documentation, training and repair

  • Emergency testing of fiber optic or copper telecommunications cables
  • Emergency repair of fiber optic or copper telecommunications cables
  • Documentation of fiber optic or copper telecommunications cables

Category III – Installation and Relocation Services: Construction new fiber pathways and relocate existing fiber optic cable paths while providing project management, scheduling, oversight, labor, materials, and installation documentation

Services under Category III may include, but are not limited to:

  • Installation of new fiber optic cable paths utilizing both aerial and underground installation methods and underground conduit, fiber optic or copper telecommunications cables, splicing and terminations.
  • Relocation of existing fiber optic cable paths utilizing both aerial and underground installation methods.
  • Providing and installation fiber marker posts or aerial fiber tags per the State’s specification.
  • Installation of fiber optic backbone capable of transmitting network traffic of 100 Gigabit (100,000 Mbps) speed or greater.
  • Install, terminate, and warranty fiber optic cable between buildings.
  • Both large scale (hundreds of miles) and small scale (less than a quarter mile) projects
  • Bridge attachment, building entry, directional boring, rock boring and other specialized methods of construction
  • Removal and reinstallation of conduit, fiber optic or copper telecommunications cables
  • Design, integration, and optimization services

  • Routine testing of fiber optic or copper telecommunications cables
  • Routine repair of fiber optic or copper telecommunications cables
  • Documentation of fiber optic path with as-built drawings and splice mixtures.
