What is ADEPT?​​​​​​​

​​​​​​​ADEPT is an Indefinite Delivery, Indefinite Quantity (IDIQ) contract vehicle that can be used to support digital service delivery for Maryland agencies. ADEPT is managed by the Maryland Department of Information Technology (DoIT) and coordinated by the Maryland Digital Service (MDDS). ADEPT vendors focus on agile development, human-centered design, and product management to ensure digital services are clear, simple, accessible, and effective for Maryland residents.

When to use ADEPT?​​​​​​​

​​ADEPT is an efficient way for agencies to quickly access highly experienced vendors capable of delivering digital services at scale. ADEPT work orders will be assigned through a rotational work order process and may include one or more of the following service areas:​​​​​​​​

  • Web Experience Services: Services to support user-centered design, content strategy, content design, user research, information architecture, and digital accessibility improvements.
  • Application Systems and Software Development: Services to provide agile development, software engineering, and digital service delivery platforms, executed through collaborative, iterative methodologies.
  • Discovery Sprints, User Research & Design: Activities performed in short cycles (sprints) to gather real-world data and feedback, guiding continuous improvement and ensuring alignment with user needs.
  • Accessibility Remediation: Accessibility testing and remediation to ensure digital experiences are acc​essible to all Marylanders, including efforts to bring websites and documents into compliance with DOJ ADA Title II.

How to use ADEPT​​​​​​​

  1. Submit a Request
  2. ​Your request should include relevant details about the problem you are trying to solve, what users (residents/staff/both) are impacted by the problem, and whether your procurement need is connected to a MITDP​. If you plan to use ADEPT, please complete a draft Work Order​ scope.​​

    • ​​​​ Intake Questions:
      • ​​Problem Description: Please provide a detailed description of the specific problem or challenge that your agency is trying to solve with this request.​
      • Impacted Users: Who are the primary users impacted by this problem (e.g., Maryland residents, Maryland agencies, State staff, etc.)? Please describe their current interaction and the impact the problem has on them.
      • ​​​Desired Outcome: Briefly describe the desired outcome or solution you hope to achieve (e.g., new application, website redesign, accessibility remediation, etc.) and how it will address the identified problem.
      • Desired Timeline: Are there external factors driving your timeline?
      • Major IT Development Project (MITDP) status: Is this problem currently connected to an MITDP​? If yes, please provide the name of the MITDP and the funding status.
      • Service Area Focus: Which of the following service areas does your request primarily align with? (Select one or more, and briefly explain your choice):
        • Website Services, Redesign & Migration
        • Application Systems and Software Development

  3. Work Order Development/Review

  4. ​​​ Work Order Released
    • ​The work order will be issued to the next vendor on the ADEPT contract vehicle rotation.
    • WOs will be awarded on a rotational basis. The rotation begins with the highest-ranked vendor and proceeds sequentially through the vendors in ranked order, repeating this order for subsequent WO requests and ensuring balanced equitable distribution throughout the life of the contract. The State reserves the right to deviate from the planned rotation if a vendor has specific expertise or if deviation would ensure a balanced distribution of awards among all vendors.

  5. Vendor response evaluation
    • ​MDDS will work with agencies to review the technical and financial response from the vendor.

  6. Vendor Award & Kickoff
    • ​​After review of the WO response, an award is issued to the vendor.
    • A Notice to Proceed (NTP) is sent, and the project officially begins.
