GIS Software as a Service (SaaS) Master Contract & Functional Areas

​​​T​he GIS Software as a Service (SaaS) Master Contract is intended to obtain Software as a Service (SaaS)-based Geographic Information Systems (GIS) platforms, associated data products, and training. Through the Master Contract awards, the State has flexible means of obtaining these products and services by issuing Purchase Order Requests for Proposals (PORFPs).​

Note: This is the preferred method to obtain GIS SaaS software. All Software (Desktop/Mobile/ Server) is excluded from this master contract.

Functional Area I – SaaS GIS and Open Data Cloud Services

Under Functional Area I, the Master Contractor shall furnish SaaS GIS and Open Data Cloud Services for any of:

  • Remote Sensing
  • CADD
  • Web Mapping
  • Location Based Analytics
  • ​Open Data SaaS Productions/Subscriptions

Functional Area II – SaaS GIS Data Services/Subscriptions

Under Functional Area II, the Master Contractor shall furnish SaaS GIS Data Services/Subscriptions including but not limited to the following data services/subscriptions:

  • Aerial Photography/Imagery
  • LiDAR data
  • Navigation data
  • Weather data
  • Demographic data​
  • 3D data

Functional Area III – SaaS Training and Support

Under Functional Area III, the Master Contractor shall provide training for Functional Area I and II, to include but not be limited to:

  • Online self-paced training courses
  • ​Instructor-led web and in-person training
  • Training mechanisms that include web tutorials, user manuals, and other forms
